VoiceXML : Markup Language or Programming Language ?

Just a question of ethics, I noticed that many developers are talking about VoiceXML as a Programming language. VoiceXML is one of the best XML applications, so it's based on XML, used to create telephony applications, and it's a Markup Language. But maybe it's a little confusing because VoiceXML include tags such "foreach" (introduced in VoiceXML 2.1) and in the other side we see that it's using Javascript as scripting langage.

Even that VoiceXML have many aspect of "programming" related to telephony applications, it's better defined as a descriptive language of these applications. Similar to HTML, while this one is used to describe web pages, VoiceXML is used to describe telephony applications.
